Assistant Program Manager for Operations and Programs
Jeffry Nebel

Mr. Nebel is currently assigned as the Assistant Program Manager and Program Management competency lead at PM Training Systems, Marine Corps Systems Command in Orlando Florida. In the performance of these duties Mr. Nebel is charged with ensuring acquisition activities are conducted in accordance with applicable statutory and regulatory requirements. He is also responsible for ensuring personnel within the program management competency are trained and properly accredited.

Mr. Nebel’s past assignments include Product Manager for the Organic Precision Fires (OPF) Team, Fire Support Systems (FSS), Ground Combat Element Systems (GCES) at Marine Corps Systems Command. As the Product manager he was responsible for the development of the Organic Precision Fires and Long-Range Unmanned Surface Vessel (LRUSV) programs. Prior to his competitive selection as a Product Manager Mr. Nebel served as the Fire Support Coordination Team (FSCT) Lead and Fires Project Officer. As the FSCT Lead Mr. Nebel was responsible for developing, acquiring and supporting targeting and video distribution systems. The team portfolio includes programs such as the Next Generation Handheld Targeting System (NGHTS), Common laser Range Finder Integrated Capability (CLRF IC), Target Handoff System (THS), Remote Video Viewing Terminal (RVVT), Man Portable Video Down Link (MPVDL) and the Joint Tactical Air Controller – Laser Target Designator (JTAC LTD). Prior to assignment as the FSCT Lead, Mr. Nebel was the Artillery Meteorological and Survey Project Officer for PM, Fire Support Systems.

As a Project Officer Mr. Nebel led and managed multiple projects that designed, developed, integrated, tested, accredited fielded artillery meteorological and survey systems. These systems include the Modeled Meteorological Information Manager (MMIM), the Meteorological Measuring Set (MMS), the Improved Position and Azimuth Determining System (IPADS), the Global Positioning System – Survey (GPS-S), the Ground Counter Fire Sensor (GCFS) and the Marine Artillery Survey Set (MASS).

Prior to his employment as a civil servant, Chief Warrant Officer 4 Nebel served at Marine Corps Combat Development Command, Capabilities Development Directorate as the Radar and Targeting Integration Officer.

Mr. Nebel’s operational assignments as a Marine Warrant Officer include various billets to include Radar Platoon Commander, Survey Meteorological Platoon Commander, Fire Support Officer, Assistant Operations Officer and Target Information Officer. Additional assignments in the Marine Corps include Marine Corps Drill Instructor, Laser Systems Safety Officer and Primary Marksmanship Instructor. He also participated in combat operations in Operation Enduring Freedom.

Mr. Nebel is a member of the Defense Acquisition Corps, is DAWIA certified Level III in Program Management (PM), Level I in the Life Cycle Logistics (LCL) career field and is a Lean Six Sigma Yellow Belt.

Mr. Nebel received a Bachelor of Business Administration degree with an accounting emphasis from Campbell University and a Master of Science in Program Management from City University of Seattle.
