Deputy to the Commander for Resource Management
Marjorie K. Schmitt, SES

Marjorie K. Schmitt serves as the Deputy to the Commander for Resource Management (DCRM), Marine Corps Systems Command (MCSC), Quantico, Virginia. As DCRM, she leads the command’s Human Capital Management, Financial Management and Comptroller and audit activities in support of Marine Corps acquisition programs. She directs and controls the full range of comptroller responsibilities for MCSC, the Marine Corps Tactical Systems Support Activity and affiliated Program Executive Offices.

Ms. Schmitt previously held positions in the comptroller and acquisition programs at MCSC from 2002-2021. Her assignments included the Director of Financial Management (DFM) and Deputy Comptroller, Acting DCRM, Assistant Portfolio Manager for Financial Management for Command Element Systems, Assistant Program Manager (APM-FM) for Marine Air Ground Task Force Command, Control, Communications portfolio, APM-FM for PM Marine Intelligence, budget analyst for the Expeditionary Fighting Vehicle program, and DFM Funds Certifier.

In 2021, Ms. Schmitt assumed the role of Chief Financial Officer for Program Executive Office Ships (PEO Ships) where she served as the principal financial advisor to PEO Ships for $82 billion. She was responsible for all aspects of the planning, programming, budgeting and execution of the design and construction of destroyers, amphibious ships and craft, auxiliary ships, special mission ships, sealift ships and support ships. 

From 2023-2025, Ms. Schmitt served as the Division Chief for Other Procurement, Army funding in the Assistant Secretary of the Army for Financial Management and Comptroller Investments directorate. She oversaw budgeting and execution of $8.6 billion of Army tactical and support vehicles, communications and electronics, and other support equipment.

Ms. Schmitt is a member of the Acquisition Professional Community and holds Advanced certification in Business Financial Manager/Cost Estimating and is a Certified Defense Financial Manager. She received a Bachelor of Science degree in Business Administration from Florida Southern College in Lakeland, Florida and a Master of Business Administration from the University of Mary Washington in Fredericksburg, Virginia. She is a graduate of the Federal Executive Institute. Ms. Schmitt is a recipient of the Department of the Navy’s Meritorious Civilian Service Award and the Army’s Superior Civilian Service Award.
