To execute and promote Security Cooperation programs that foster partner interoperability, capability development, and alliances.

 

Who we are

The Marine Corps International Programs Office (MC-IPO) is the Systems Command Security Cooperation Office of the United States Marine Corps responsible for managing security assistance and security cooperation development programs for ground equipment and IT systems. Through these programs, MC-IPO supports U.S. national security by building partner capacity, enhancing interoperability, and aligned security strategies.

MC-IPO also plays a key role in strengthening relationships with our international allies and partners through security cooperation staff talks, comparative testing programs and key engagements with our military acquisition counterparts. Our team of professionals work closely with Command Leadership and partner nations to help develop partner nation capabilities.

Key Programs

MC-IPO manages over 90 Foreign Military Sales programs across 30+ countries. Our team works closely with foreign partners, U.S. industry, and the Defense Security Cooperation Agency to deliver tailored defense solutions under U.S. law and policy.

MC-IPO supports USMC Security Cooperation Community of Interest by:

  • Collaborating with the Geographic Combatant Commands and Marine Forces to support USMC Security Cooperation Objectives

  • Participating in Service Talks with Allies and Partners

  • Supporting cooperation and engagements with international acquisition counterparts

MC-IPO facilitates development of International Agreements, which provide a means to exchange information, and conduct research and development cooperation, with international partners on mutually beneficial defense capabilities and technologies.

MC-IPO manages Marine Corps equity in Office of the Secretary of War Cooperative Research, Development, Test and Evaluation programs such as:

  • Foreign Comparative Testing Program: Find, assess and field world-class technologies, with foreign industry, to satisfy valid defense requirements more quickly and economically

  • Coalition Warfare Program: Leverages U.S. and foreign investments to conduct cooperative research, development, test and evaluation projects with foreign governments

  • Irregular Warfare Support Directorate Program: Maximize interagency and international resources to satisfy common irregular warfare capability requirements

MC-IPO Foreign Disclosure Officers have delegated disclosure responsibility for Marine Corps ground equipment and systems - U.S. National Disclosure Policy (NDP) Cat. 2, 3, & 4

  • Responsible for appropriate release of U.S. information in accordance with NDP and applicable laws protecting intellectual property and sensitive U.S. technologies

  • Provide release approval and guidance that safeguards national security interests, while facilitating information sharing and collaboration with our allies and partners

  • Ensure export license compliance in accordance with International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR)
