Marine Corps Systems Command

AC/S G-2 Security is comprised of security specialists with distinct responsibilities such as:

• Information Security: Provides for the designation, marking, protection, and dissemination of classified and controlled unclassified information. The Classified Material Control Center (CMCC) maintains positive control of all classified material to include material mailed to or from the command. The CMCC custodian is also the North Atlantic Treaty Organization (NATO) Control Point Officer. The CMCC also:
  • issues courier cards and provides training for classified couriers
  • assists in SIPRNEY Account processing
• Industrial Security: Provides support to Program personnel, contracting officers and contracting officer’s representatives in interpreting and applying classification requirements on our industry partners through contractually binding documentation. Every solicitation, Request for Proposals (RFP) and contract that requires classified access by contractors requires a DD-254 (Contract Security Classification Specification). Early coordination leads to timely award!
• Personnel Security: Manages command personnel security clearance eligibility. Initiates, reviews and submits personnel security investigations for all employees upon initial accession (if required) and periodically thereafter (5 or 10 years) dependent upon clearance requirement. Responsible for reporting all Adverse/Derogatory information to the Department of Defense Consolidated Adjudication Facility (DoDCAF) and acting as the command’s liaison throughout the adjudicative process. Personnel security investigations will only be initiated to support billet requirements.
• Physical Security: Encompasses the primary functions of Physical Security, Antiterrorism/Force Protection, and Access Control.
  • Physical Security – Establishes physical safeguards for the Command’s buildings, assets, and restricted areas through the use of various active, passive, and supplemental security controls. Conducts ongoing crime prevention and physical security surveys to identify structural, operational, and supplemental deficiencies. Provides daily management, accountability, and technical oversight of the Command’s in use electronic security systems. Provides various safe, vault, and high security lock services and support. Provides lost and found custodian capabilities.
  • Antiterrorism/Force Protection – Establishes and implements various random antiterrorism measures and integrated action sets as they relate to directed force protection conditions. Provides the conduct and coordination of various risk, threat, and vulnerability assessments to assist in developing and implement site specific mitigation strategies. Establishes liason with various installation, federal, state, and local law enforcement, investigative, and emergency service agencies to provide and receive additional resource support capabilities. Develops site specific emergency action plans and training in response to various types of undesirable attacks. 
  • Access Control – All Hospital Point visitors must report to the front desk of Building 2200. Visitors to off-campus sites will report to the Access Control Custodians at that site. Visitors attending classified meetings must have a JPAS visit cert on file. The command’s JPAS Non-SCI SMO Code is 678545 and the command’s SCI SMO Code is 678543. Organizations without JPAS may send Visit Authorization Letters (on company letterhead) to: Facsimile: (703) 432-3470/DSN: 378-3470. All visitors must be prepared to surrender a valid Driver’s License in exchange for a MCSC building badge.
    
    As a prerequisite to accessing MARCORSYSCOM, you must first have access to Marine Corps Base, Quantico, VA. At a minimum you will be required to identify where you are going and present a valid driver’s license, proof of insurance, and a valid vehicle registration.
     
    Upon arrival at MARCORSYSCOM, you will proceed to the Visitor Parking Lot in front of Building 2200 and then enter Building 2200 through the main front door. Once you are at the front desk, be prepared to present a picture ID, state the nature and duration of your visit and provide the name and phone number of your MARCORSYSCOM point of contact (POC).

• Security Classification Management: Maintains the MARCORSYSCOM’s authoritative list of all current security classification guides that has been approved by the Original Classification Authority (OCA), Commander, MARCORSYSCOM. Works with the individual Program Offices to assist in the development and interpretation of Security Classification Guides. Also provides security review service for the command on all materials provided to the public. This office is also responsible for:
  • Operations Security (OPSEC) – Provides advice and assistance relative to protecting unclassified information which could be used by our adversaries to detect and disrupt friendly forces objectives. Also provides OPSEC review service for the command on all materials provided to the public.
  • Public Release Review (PRR) – PRR Submissions (PAO, Security, and OPSEC Reviews) are processed via: https://mcscviper.usmc.mil/sites/cs/MCSCPRR/default.aspx.
• Special Security Office: Provides Sensitive Compartmented Information (SCI) and Special access Program (SAP) support for command and visiting personnel.  Provides DD-254 contracting support for all contracts with TS/SCI access requirements.
