Assistant Program Manager for Contracts
Lisa Burns

Lisa A. Burns became the Assistant Program Manager for Contracting for Marine Corps Systems Command’s Program Manager for Training Systems in January of 2024.  In her role, she serves as the senior advisor for contracting related topics.

A native of Baltimore, Maryland, Lisa Burns graduated from Recruit Training at Marine Corps Recruit Depot Parris Island, South Carolina, in 1992 and served eight years as a Supply Admin, earning the rank of Sergeant.  She was honorably discharged in 2000. 

In 2001, Lisa was the Contract Manager for Towne Park managing the overall operations of valet parking at the Four Seasons Hotel in Washington, D.C.

In 2007, Lisa started her career as a Contract Specialist supporting PG-11/PG-23 for the following programs:  Combat Operations Center, Blue Force Tracker, Combat ID, Tactical Service Oriented Architecture, Command and Control Personal Computer, Networking on the Move, Hatch Mounted SATCOM Antenna Systems and Marine Civil Information Systems.

In 2016, Lisa was selected to support the Amphibious Combat Vehicle Program in Program Executive Officer Land Systems (PEO LS) as a Senior Contract Specialist. 

In 2016, Lisa was promoted to an NH-3 Contracting Officer (Team Lead) for the Light Tactical Vehicles Program in PEO LS.  Lisa supported the Joint Light Tactical Vehicles Program.  During her time here, she purchased the first set of MRZR vehicles for the Marine Corps.

In 2018, Lisa was promoted to an NH-4 Contracting Officer (Team Lead) for Foreign Miliary Sales.  Lisa supported the TPS-63 and TPS-48 Radars for Kuwait and Egypt.

In 2019, Lisa was promoted to an NH-4 Contracting Officer (Supervisor) for Command-and-Control Systems under Program Office Command Element Systems. 

Lisa Burns holds a Bachelor of Business Administration degree from Strayer University.  She also holds a Level 3 DAWIA Certification in Contracting.

Lisa Burns is married to retired Master Gunnery Sergeant David Burns, and they have two sons, Marcus and Ryan.  They are also foster parents for the City of Fredericksburg and currently have three young children in their care.
