Assistant Program Manager for Program Management
Hector J. Acosta

Mr Acosta is currently assigned as the Assistant Program Manager for Program Management (APM-PM) for the PM TRASYS program office. In this role he provides oversight training systems projects for the Marine Corps worldwide with an overall cost of over $1.5B across the FYDP. This includes reporting project performance, facilitating daily operations within the program office, and coordinating with other competencies and stakeholders within the training community. He also serves as the PM TRASYS Program Management Competency Manager. In this role he leads manpower activities and supports individual employees within the PM Competency by providing career and educational guidance and opportunities to achieve their personal and professional goals.

Mr. Acosta is a Senior Government official and a retired U.S. Army Officer with over 23 years of active duty service holding positions in Air Defense Artillery, and the Signal and Acquisition Corps. He served in various capacities within the Department of Defense, both in the military and as a civilian since 1991. Mr. Acosta retired from the U.S. Army in 2015 with a long history of service around the world. His military service included assignments in the Continental United States, Southwest Asia (SWA), Germany, Hungary, and Iraq as an Air Defense Artillery Officer, a Signal Officer, and an Acquisition Officer.

Prior to his assignment to PM TRASYS Program Office, Mr. Acosta was assigned to the Public Safety Systems Program Office and the Infrastructure Services Transport and Communications (ISTC) program office, PEO Digital where he has served as the Portfolio Manager and the Deputy PdM respectively. He led public safety and network modernizations efforts. This included providing network communication infrastructure, wireless networking, and voice services in support of enterprise Transport and Communications Services in CONUS and OCONUS. He managed a workforce of over 100 Military, civilian and contractor personnel executing approximately $100M annually.

Mr. Acosta was the Deputy Product Manager, Power Projection Enablers, (P2E), Program Executive Officer Enterprise Information Systems (PEO EIS) from 2018-2022. He was responsible for overseeing day-to-day operations and activities essential for the delivery of a standardized global network infrastructure and enterprise services worth over $250M annually. This assignment also included a Developmental Assignment with the Assistant Secretary of the Army for Acquisitions, Logistics and Technology (ASA ALT) serving as a Project Officer under the Deputy for Plans, Programs and Resources (DASA PP&R).

Mr. Acosta was assigned to the Integrated Personnel and Pay System – Army (IPPS-A) Program Office, a program under Program Executive Officer (PEO) Enterprise Information Systems (EIS), where he served as the Deputy Director for the Lifecycle Management Division from 2015 through 2018.

Prior to assuming his Deputy Director role with IPPS-A, he served with the Army Test & Evaluation Command (ATEC) from 2010-2015 as the ATEC System Team (AST) Chair and Senior Military Acquisition Advisor for the Aviation and Fires Evaluation Directorate at Aberdeen Proving Grounds. He also served as the Chief of the Missile Test Division, Operational Test Command in Fort Bliss, TX where he led multiple multimillion dollar air defense operational test events of critical ACAT 1 programs including PATRIOT, THAAD, and JLENS.

From 2007-2010, Mr. Acosta served as the Chief of the Materiel Requirements Division for the Future Combat Systems (FCS) Program where he led the development, staffing, and approval of critical Joint Capability Integration Development Systems (JCIDS) requirement documents in support of the FCS Program through DoD senior leaders in the Army and Joint Requirements Oversight Councils.

Mr. Acosta held several positions within PEO EIS between 2004 and 2007. As the APM Army Human Resource System he coordinated fielding and training for the Electronic Military Personnel Office (eMILPO) application through numerous CONUS installations. As the APM Defense Communications and Transmission Systems he planned, controlled, and monitored the fielding, training, and sustainment of the Combat Service Support (CSS) Very Small Aperture Terminal (VSAT) and Combat Service Support Automated Information System Interface (CAISI) systems. Mr. Acosta supported a commercial satellite network of over 600 terminals supporting deployed units in Iraq and Afghanistan, and provided satellite communication support during emergency relief operation to include Hurricane Katrina and disaster relief operations in Pakistan. Finally, as the APM Biometrics he trained Multinational Force-Iraq units in theater during the fielding of over 200 Biometrics Automated Toolset System kits to elements of the Multi-National Forces- Iraq (MNF-I) during the Iraq War surge of 2007.

Mr Acosta served as a HQDA Staff Officer with the Army CIO/G6 managing emerging enterprise level information technologies through the Army Business Initiatives Council (ABIC) including efforts like Army Knowledge Online (AKO) and the Forms Content Management Program (FCMP). He began his acquisition career as a Signal Combat Developer at the Army Signal Center in Fort Gordon where he identified requirements for maneuver signal elements supporting the Infantry Brigade Combat Teams (IBCT).

Mr. Acosta is a Distinguished Military graduate from the University of Puerto Rico with a bachelor’s degree in computer science. He is also a Distinguished Honor graduate from Webster University with a master’s degree in Computer Resources and Information

Systems, and a distinguished graduate of the U.S. Army Command and General Staff College. He is an Acquisition Corps Member and has Level III/Advanced DAWIA Certifications in Program Management, Information Systems, and Test & Evaluation.

Mr. Acosta and his wife, Carol, live in Oviedo, Florida.
