Outgoing Deputy Secretary of Defense, Ashton Carter, issued interim policy Nov. 26, effective immediately, to replace the previous Department of Defense instruction 5000.02. Marines from II Marine Expeditionary Force fill the combat operations center during a field exercise aboard Marine Corps Base Camp Lejeune, N.C.
