Acquisition Center for Support Services (ACSS)

ACSS serves as the principal interface with the professional services sector; responsible for industry liaison, business relations, and representation of the Command's Advisory & Assistance Services (A&AS) business model to government and commercial organizations. The Marine Corps Systems Command (MCSC) utilizes the SeaPort business model internet hosted and accessed by registered Multiple Award Contracts (MAC) registered via the NAVSEA SeaPort site.

ACSS is vested with the responsibility for developing, implementing and executing a comprehensive A&AS program for the Marine Corps Systems Command. This consolidated office functions in an independent manner to coordinate support requirements, establish contractual relationships, provide analytical and procurement planning services, and ensure appropriate regulatory compliance. The scope of responsibilities for the ACSS also incorporates recurring interface with Command principals to accomplish strategic planning, A&AS policy interpretation and application, and contract and Contract Officer Representative (COR) performance assessment.

MCSC is the principal Marine Corps activity involved in all facets of weapons systems acquisition, life cycle management (inclusive of all budget and contracting functions), and post-deployment logistics support. ACSS utilizes the SeaPort system to expose MCSC ACSS commercial business customers both large and small to hundreds of business opportunities annually. ACSS utilizing the SeaPort tool operates under a defined set of business rules, predicated upon competitive sourcing from cost plus to firm fixed price; and soliciting to all facets of business from SDVOSB to large corporations. SeaPort utilizes a 9 step process from draft purchase request generation to executing the task order. ACSS continues to utilize an office suite of estimating tools and document generators. SeaPort possesses appropriate information on invoices however the Contracting Officer Representative (COR) will be certifying all invoices via WAWF. ACSS will continue to manage the end to end support services process from service support requirements generation to task order management and close out - through a service center organization that employs only 9 full time staff. This office provides for competition and award of all technical services requirements using the SeaPort application. Through this business enterprise, the MCSC has expanded their customers' access to highly-qualified, technical services firms - enabling over 1800 companies previously excluded from doing business with the Command to economically participate as in both prime and subcontractor roles.

Command Mission
To serve as the Department of the Navy's systems command for Marine Corps ground weapon and information technology system programs in order to equip and sustain Marine forces with full-spectrum, current and future expeditionary and crisis response capabilities..
